Not really... his new lore says that "Jax is the only survivor of the Kohari—champions sworn to the defense of Icathia." that doesnt mean that he is the last member of his whole race.
Lets change that phrase with a hypotetical human example: "Garen is the only survivor of the Demacian Vanguard—champions sworn to the defense of Demacia." that phrase does not mean that Garen is the only human on the world, it means that he is the last member of his "battalion".
Sure, that does not confirm that Jax is a troll, but neither denies or confirms that he is the last member of his race.
And lets not forget that his previous lore (that still visible in some Riot pages https://na.leagueoflegends.com/en-us/champions/jax/ including the client and does not contradict the new version) says "Jax and his kind", meaning that there are more of his kind.
Uhm who says that Jax is the last of his kind? That was never established. He is simply the last member of the icathian elite warriors.
Also Jaxs home is Icathia, a ruined city that lies in shurima. So while he is currently in Valoran, his birthplace lies in shurima, which means that if other members of his kind are alive then they'd likely live in Shurima too.
