With Camille being a cyborg, let’s look into how that reflects on Viktor’s lore and the lore regarding techmaturgy in general.

First thing’s first, Viktor is not the first person in history of Valoran to use augments. That said, augments are still a relatively new thing. Viktor was a student of the prestigious College of Techmaturgy in Zaun, and that’s where he first learned about augments. Proof of this is the fact that professor Pididly, who stole his designs, was even able to make sense of them (although rather poorly), and use them to reconstruct Urgot. Pididly was already acquainted with prosthetics. But Viktor’s prosthetics **are the best in the world. **

Viktor only recently emerged with his prosthetics. He is not ancient history, otherwise he wouldn’t be relevant now. Another proof of this is Riot’s statement that Valoran is right now at a turning point, when hyper-advanced technology is being invented. If Viktor were ancient news, we would be looking at a Project universe right now, which we know is not the case. He isn't some thousand-year old gramps with obsolete technology.

Camille’s hextech legs look distinctly Piltovian. It is possible that Piltovian scientists also independently work on prosthetics, just like many Zaunite scientists do. We can assume that there’s only a handful of augmented Piltovians though. Perhaps less then.. five? Because in her lore, it is stated that other Piltovians are not sure about her using augments. In this theory, us lore fans can decide on our own who we think has better augments.

A different possibility would be that the Piltovian government (or someone up top) also stole some of Viktor’s designs and gave them to Piltovian researchers to develop their versions, because they saw their potential. This keeps Viktor’s lore logical and his tech relevant. “If you’re gonna steal, steal from the best!” This also enforces Viktor's image as the wronged brilliant scientist.

That’s why Camille’s augments look distinctively Piltovian, as opposed to Viktor’s. This would also explain why Camille treats Viktor as if “his evolution is no longer needed, it is surpassed”. It is as if she was told that her augments are an improved version of Viktor’s!

The theory that Viktor works with the Pilties doesn’t hold water because if it were true, Camille’s legs would be 100 times more functional and not pretty - they’d look like Viktor’s augments; and also Camille wouldn’t be treating him like dirt if he collaborated with her bosses.

Camille worked for Piltover as an agent long before she got her augments. It is most likely that she only got them recently.

As for the augmented Zaunite thugs and barons? As I’ve said before, there are many researchers who provide the services of augmentation, particularly in Zaun, not just Viktor. We know from Evelynn’s colour text that baron Takeda and his thugs got their augments from Singed. Singed most likely collaborates with some other prosthetics experts, as these augments were used in tandem with some chemicals, Singed’d field of expertise. Viktor wouldn’t allow some mixing with chemicals. He wants full-machine.

That also explains why Camille beat those thugs and baron Marko Volkage easily - they were using someone else’s augments. If they had been using Viktor’s augments, they would have been much harder to defeat. He is a champion for a reason.

With Camille and Viktor, we see two champions with cutting-edge technology (one possibly a plagiarism of the other), battle for whose is the best.

TL;DR

Either Viktor's and Camille's augments are from two separate sources, cutting - edge technology (now you decide on your own who you think has the better augments),

or Camille's augments were made by Piltovians who reworked Viktor's stolen designs and thus made poorer versions

I feel her augments being reversed engineered from Viktor's tech adds a lot to his character and reinforces the image of him being the wronged genius who's being treated like a monster while everyone else just "Borrows" from his designs, shunning him publicly but trying to get on his level of augments in secret.

I think the main aspect that seperates Viktor from other augmentation users is that he is willing to go beyond the humanoid default if it is necessary.

Sure, basic prothesis augmentation, like the bodyguards in the Camille comic, or bio-modifications like th guy in the Ekko teaser are one thing, but in the end they all are still pretty human. Viktor on the other hand has the whole "form follows function" approach. One day he could create a body that makes him a centaur if it was necessary. Or give himself three more additional arms. Or leave the brain in a hideout, spreading his mind over several robotic bodies. If a new function is required, form will follow. Perfect adaptation so to speak.

And this is what makes him an extremist in the eyes of most people. If they want augments, they want some that improve their bodies or replace what has been lost and maybe adding a gimmic (like a knife in the hand prothetic), not make the original form obsolete or even step into the realm of having multiple potential bodies.

For Camille, the "evolution" has stopped and fulfilled its purpose when she turned into what she is today. For Viktor however, it only just started. She only thinks she has surpassed him because she's an ignorant Piltie.

Slightly off topic, but I just want to point out that out of all champions Viktor seems to have the most dedicated lore fans. You never see lengthy posts about say Rumble or Quinn and their place in the world. It might just be some kind of Baader-Meinhof phenomenon going on though, since Viktor is my favourite champion. But yeah, I really hope we get a Zaun/Piltover event soon, and I really hope they don't retcon Viktor into a cartoon villain like they did in the old, old Jayce lore. From what I remember that's the only time people got so angry about the lore Riot had to rewrite it.

Im deeply curious about Viktor's unique technology and how it fits into the world?

Old lore implied that his Transhumanist ideals were considered wrong and/or immoral by some. But after Camille's reveal I was surprisingly astonished by just how much robotic implants has become the norm. Especially among Zaunites and quite possibly some Pilties too (tho it seems to be just Camille ATM).

You look at their implants, they are clearly for more than just Pickle Jar opening. I would go so far as to say that their Hextech upgrades are on par with the Father of Prosthesis himself. Which makes me question why would “The Machine Herald” need to do any heralding? I mean the way Zaun is going it's likely that Vik's aspirations for "Man renouncing his flesh in favor of superior Hextech augmentations" is either already happening and/or an inevitability. Plus we already know it's not just Viktor with a degree in Bio-Engineering because Singed has jumped onto that bandwagon and who knows perhaps others as well? So what happens to Viktor, has his Tech become rudimentary now? Is he still misunderstood? Even though there are more people like Vik now, does he even need to work in secrecy anymore?

Yeah, you're not the only one who's... curious about how Riot plan to approach Viktor with in new lore. So what makes Viktor so unique that qualifies him as a champion among Legends, now that in lore there are characters stepping on his toes?

(Hell what makes Urgot a champion among Legends when he's basically an uglier Vigilnaut?)

It's not really that vague on where Camile/Piltover got some of it's higher tier augmentations from. Ekko talks to Viktor like he's a traitor and Camille basically tells him he's outlived his usefullness. Piltover didn't steal Vik's tech, he sold it, shared it, and spread it to the highest points he could. Now people like Camile think that they've gotten everything they need from him and want to cast him aside. It's a shame all they have is the augments but not the Hexcore (the important part).
