So, from the new lore that I am reading, you guys are moving away from the champions being summoned to Summoner's Rift. I love your new lore as all the champion bios so far have been a blast to read. What will be your new lore for summoner spells, now that they are not being controlled by summoners anymore ?
There probably won't be any at all. The summoner spells are a part of the game and don't really have any place in the lore whatsoever. The game is not part of the lore, but the lore is part of the game. They don't always blend evenly into each other. It would be like asking "what role do runes/masteries play in the lore?" Well... none at all because it's a game feature.
However! They did say that "Summoners" will have some part in the lore. They won't come back as summoners as we knew them, but some group of people will be titled summoners and be a part of the lore at some point. Perhaps summoner spells will mean something when they're introduced.
You know in Smash Brothers how everyone is a statue being messe with by Master Hand? Probably that.

While the magical spells similar to the ones shown in the Summoner Spells might exist within the games lore (they dont seem too far fetched of being plausable for the setting), there are no actual evidence for such spells being used and/or said to have been used.
For all we know currently, they have no lore significants.
