Is the recent Vastaya debacle the reason we didn't get Twitch Lore?

I'm sure you all will remember that Twitch and Singed were the only 2 exempt from the Zaun Lore update. Leaving out Singed was understandable as he has his hands in a lot of cookie jars, but Twitch had me confused because he seemed like a pretty green blooded Zaunite character. With our knowledge about Vastaya, can we assume Twitch didn't get his lore because they planned to make him a Vastaya?

No Twitch was left out of Zaun due to time constraints. He's not a vastaya.

No. Twitch is a mutant rat, not a shapeshifter/human hybrid.

Twitch is not Vastaya, he's a mutated rat. He has no human in him at all.
