While it's always possible that other species may eventually be added to the skin line, my best guess is that they're going for a "Man vs Machine" theme with the PROJECT skins. You can kind of discern this from some of PROJECT Yi's and PROJECT Ashe's quotes.
In my opinion though, it would kind of lame for non-human (or at least humanoid) champions to get PROJECT skins. It just wouldn't be cool nor would it really fit with the style of the skin line either. No one knows for certain what Riot has planned though. That recent leak is probably fake too.
Cause only humans exist in the project setting.
