Im relatively still new to the game but im really invested in the characters and there lore (Spesificly Ornn and Skarner). I have read all there is to them and i loved it, But im hoping that League isnt like Overwatch in the sense that lore never progresses. Is it like that or will characters reeive new stories as the game goes on?

It does progress, but really slowly. The best example is the "Burning Tides" event a few years back, which continued the lore of Miss Fortune and Gankplank and was paired with a complete update of Gankplanks visuals and gameplay. A more recent example is the "Confessions of a broken blade" story, featuring Riven and Yasuo.
However, those lore continuation stories are rare.
The idea is that it does, some stories have already reached "chapter 3" and are evolving from the bios of the champions you can read.
Some champions and stories are still unexplored but Riot seems to be wanting to do that in due time.
