Some of it seems sooooo random. It usually goes along the lines with "If they live together and share ideals, you put them together" or "Maybe they could be friends. The nemesis part is a bit better but I just wish they went more in depth

These are some interesting rivalries that I want in a full detailed story.. Or a full cinematic or short film
The intrigue behind such relations are left to the imagination to an extreme degree. It could be much clearer, like having footnotes or tiny blurbs as to why that particular accord exists.
i personally think its something that could be really cool if expanded on, but atm it is kinda weird sometimes

Overall many of these relationships simply haven't been explored yet.
Remember that cassiopeia was listed as a rival of Sivir&Nasus and as an ally for Xerath and Renekton already when the champion pages got reworked,yet there was nothing linking her to these champions for months(then came sivirs new lore and at least she had a connection with Sivir). It wasn't until the shurima event that these relations made any sense(and even then Nasus has currently no connection to sivir or cassio)
It looks like the lore team merely thought ahead in these cases. For example they know they'll make amumu and Annie eventually friends again,which is why these 2 are listed as friends,even though there is currently nothing in the lore that binds the 2 together.
Although I think some relations are just placeholders to make that section not so empty,I mean we know that the lore team was stil gathering ideas for Nocturne and Fiddle,so I doubt they have the relations of these 2 planned ahead and simply put them as friends of shaco because they all fit together thematically(they are all about fear)
