That was posted 28 days ago. Not sure how old the concept itself is but the new Pool Party skins were probably locked in for development long before then :(

Lifeguard Sivir has actually existed for much longer than that post, and there have also been older posts of the skin idea. As far as I remember, there was even a cosplay for it that raised people's interest in the skin idea.
