Why are we getting less skins in each series than we did last year?

So, the new PROJECT teaser just came out, and there are only three new skins that are teased: presumably Ashe, Ekko, and Katarina. Last year, though, we had five Project skins released, including one that was legendary tier. Similarly, there are only three pool party skins this year, instead of the five that came out last year. What gives? Why are we getting less skins this year than last year? It just doesn't feel right to have less skins than last year.

Last Year, meaning 9 months ago. Skin sets come out at their own pace, and productions. Are we to complain that we only got one project skin when PROJECT: Yasou came out, instead of 5, like we got this September/November/October-ish.

Riot said they wanted to make less skins this year overall but have each one be of a higher quality.

I assume it's because Riot doesn't want to over do it and have 15 Blood Moon skins, 20 Project skins and 50 Pool Party skins etc. I'm being hyperbolic of course, but you get my point. They don't want to inundate us with over saturated skin lines. If a skin line has half the champs in it, it will lose it's originally and become stale, overdone and maybe even tacky.
