Ryze and the Runes

Hey, I recall a comment made by a rioter in regards to Ryze that confirmed that while Ryze doesn’t use the runes, he was affected by their “radiation”. Effectively empowering him. Is this incorrect and misinterpreted or does anyone else recall this, could you help me dig up the quote if so (haha on my phone rn and it’s a weird format so I’d have to wait to get home to use the computer, so in the meantime :3)
