Ashram is no longer canon, so I doubt this was ever nailed down or given a concrete answer behind the scenes, even.

But I feel like it's similar to the Riven killing Yasuo's master thing. It was aggressively hinted at. It is the logical conclusion. You are probably meant to think Jax was Ashram, unless Riot came up with another idea and did a bait and switch.

They were the same person, Ashram was the leader of the ''High Council of Equity'' in the Institute of War and the strongest fighter but one day he dissapeared and secretly returned as ''Jax'' to participate in the tournament, in the old lore Jax was basically the strongest character of League of Legends

It seems that now the character under the name of "Saijax" in the Void related lore update would be a hint at what's Riot have in mind for an update on Jax.
