Ursine Tribe

What is the difference between the Ursine, those magically enhanced superbear tribe that Volibear hails from AND regular bears that people hunt in the world for trophies/food/pelt? Like what is the difference, are they the same in the sense they are the same species but outside of that they are different or were the Ursine some shapeshifters who learned how to turn into bears then decided to remain bears but enhance themselves with magic? Or were they just regular bears in the beginning but were like bestowed some sort of divine or godly power that made them powerful, gave them magical abilities and greater intelligence than a typical bear that you may seen wandering around in the woods of Demacia? How can we have like regular bears and then these superbears? How come the regular bears were not affected by the Ursine, do regular bears and Ursine share some sort of similarity outside of being same species? I mean I don't quite understand, we have regular bears and then we have the ursine. How come some bears got to become superior and the remaining bears were not affected by it? It says Ursine are from Frejlord so does that mean that this specific tribe of bears just happened to be gifted but the remaining bears in the world were not bestowed by this same gift? Why not?
