The sleeves are likely part of a status symbol, one that's been lost over the ages and Taliyah doesn't know what it means yet.

Its kinda weird how Taliyah resembles Azir so much,when Sivir,Azirs descendant,doesn't resemble him at all.

I mean both Azir and Taliyah basically control rocks(sand is basically made of really tiny rocks),both have something to do with birds(taliyah is compared to a sparrow,while azir is a literal bird man),both have wing-like sleeves and even in terms of gameplay they have some similarities(both are quite mobile for mages and have an ult that creates a wall)
