Well, Taliyah was already in Shurima. She just wasn't in the capital that Azir raised during Bloodlines
Actually, while she WAS in the capital before, her thoughts of "I need to save my folks" weren't especially rekindled (and she already wanted to save them from the start) until after she listend to the sadness of the rocks.
If I'm not mistaken, her color text happened before she found Sivir a little after leaving the capital.
And, at the very least, we know Bloodlines happened right after Sivir got stabbed in her color text.
So, yeah. I think it was
Tali CT > Sivir CT > Bloodline
Also, just a question, how long was Azir around after being ressurrected?
I ask because I'm not sure how long Sivir has been "questioning" things, wandering about the sands before getting stabbed.

Yeah, you're right. Now that I think of it, she already crossed the Sai fully by the time she entered into Azir's capital.
I also like the fact that Tali's first question the moment Azir was mentioned is "Will he make us all slaves!?!?"
I like it because it is relevant to her personal worries, but it is nearly irrelevent (maybe in immediate context) of what's happening at the very moment.
i.e. Buildings being destroyed, people killed, ancient ascended being telling them that he needs to rescue Sivir from impending doom.
But, that's not important. What is Azir's political policies? That is of a greater importance than running away before turning into a lightning rod.

The difference is Azir wants to protect his home but he isn't talking about taking others land by force or killing innocent ppl.
Totalitarian guys done that while keeping their ppl in fear and despair. There was no room for talking, you either did your part or you and your family got killed.
And some of his quotes directly give you choice.

I can't honestly say he feels like a bad guy.

You also seem to keep missing the point, you can spin his character any way that you like but the fact will never change that Azir is a dictator. The difference is the word "benevolent", one that I use every single time I talk about him. He IS kind. He DOES care about his people and want to do right by them. But that doesn't change the fact that he is a freaking Bird-God and if you don't like him being your undisputed ruler than you can kindly GTFO of his desert.

I imagine anybody who rebukes his rule is, at very least, welcome to leave the desert. Who knows if he'd allow sovereign territories within it. I imagine several tribes will need convincing of Azir's power, while others will need displays of influence. Considering the dude took his promise to undo a very long tradition of slavery and servitude seriously (though he blew it), I doubt he's gonna be too awful.
