Gentleman Gnar skin question

So I am wondering how long the gentleman gnar skin has been in the works? when was it proposed?

I love gnar and this new skin. Cant wait for it. but something still leaves me curious...

it is just that I had mentioned a skin concept like this close to a year ago that is uncannily familiar. I gave it a different name, a twist on dr. jeckyl and mr. hyde for holloween.
