What's Up With The Quality Of Some Of The New Splash Art Changes?

The quality in these 2 new splash arts looks different, new splash arts have a 3D look to them, meanwhile these new ones have a 2D look.

EDIT: I don't know how i missed where they said it was the chinese splash arts, now i know.

They're the original splash arts from the Chinese server. They're not new, they just look better than the ones we had so they imported them over.

As Modmar mentioned, these are the Chinese splash arts, which are only temporary. Take Sona, Sion, Twitch and Sivir for example... these champions are currently using the Chinese splash arts on PBE for the time being as they are all on the list for skin splash art updates (alongside Nidalee, Trundle and Tristana). So until they can receive proper splash art updates, you'll be stuck with the Chinese arts for now.
