Since apparently all vastaya can change between a full animal and a full human form, I imagine the fox eyes are for when she's more foxlike (likely when she uses her charm as well) and her human eyes for when she's more humanlike. I imagine Ahri would be one of the better vastaya at shapeshifting too, not as good as Neeko but probably the second best out of all the vastaya we have so far (Nami didn't bother when going on land, but that might also be because she's a representative of her people and takes pride in her base form).

I want to think she has human pupils, because if she has cat pupils all those people she trapped are dumb as rocks.
