There is no god of bilgewater, it is stated, that even though The Nagakabourross cult is the strongest one, there are many religions in Runeterra, it would be senseless for Bilgewater citizens to be 100% followers of only one religion. Nagakabourross is not really a Cthulu or Kraken, she just manifests her existence under the form of various spirit tentacles, growing out of nothing because of its mystical nature. Illaoi often mentions "other gods", yet she still follows only one, it is hard to say if they are a part of some polytheistic pantheon or rather few monotheistic religions who fight with eachother.
