Yes. Institute of war was holding the League lore back.
But let's be serious, even without it, the lore isn't any better than it was back then (and champions stopped joining the league in their lores a long time ago).
That of course is not a big deal. This is a video game that's based on PvP. Lore doesn't have to be a masterpiece, but it is good to have one (Journal of Justice was nice for example).
On the other hand, they should really give some lore explanation as to why champions fight in the League of Legends, or at least delete all champion quotes that say "Summoner" or otherwise directly speak to them (so, for example "I go" or even "As ordered" is fine, while "You only need to click once, fool!" is not).
IMO the good (albeit a cliche one) explanation that wouldn't hold them back would be simply stating that League of Legends exists in another plane of existence and the whole Runeterra and champions don't realize it until they are summoned (and of course memories are wiped clean after the game). Summoners of course would do it for amusement (well, Summoners are basically players so that would fit).

It's not 100% confirmed that Jon is in fact Targaryen (though, I won't be surprised if he is - bah, I believe he is) and we didn't really see any real evidence that he's dead. Being stabbed by multiple knives is not enough!
