Its an AU. He's not supposed to look like Zed, because he's not Zed.
Anime boy face would not work at all on Zed. Zed is not young, and I can't imagine him with the generic overused anime face shape.
The fan art looks too young, imo, I never expected Zed to look like Ken Kaneki. Badass middle aged Japanese would have been my choice for Zed.
However, yeah, I agree that his face in this skin is not what I expected either. But like 4 Step Cadence said, it is an AU, so you can just shrug it off as non canon.
