Jhin's gun, Whisper, is hextech and comes from the Kashuri armories. Where they got it (or whether they made it) is unknown. On the map of Runeterra, Kashuri is a place in Ionia. I've read that Whisper isn't a particularly complex hextech weapon (as opposed to Caitlyn's for instance), but it is possibly the most powerful one.

Edit:

The Kashuri Armories have been making weapons for a long time--mostly swords and bows. The war changed that. They began making poor copies of hextech weapons during the war. Now they have been "inspired" to make new weapons harnessing the abundant magic in Ionia. Hextech uses a little bit of magic very efficiently. Jhin's weapons use a lot of magic.

Like others are saying, it's not really hextech.

Once the basic principle is understood, scaling the whole thing is a very simple process. Like, it took the medival europeans some time to figure out cannons and gunpowder, but oh boy they did not waste any time after that to build the biggest meanest things they could come up with, like the Mons Egg (1449, 520 milimeter caliber) or the Tsar Cannon (1568, 890 milimeters caliber).

So yeah Piltover invented it, but once the ionian craftsmen understood the basic principle, ramping up the power was pretty much a piece of cake, especially when combined with the typical ionian understanding of magic. To be honest I'm more scared of what happens once the noxian military finds a way to produce a lot of these for cheap - and they will since they already have their "regular" weapon-producing infrastructure. The system is already there, it just needs to be modified.

And this will be a massive turning point in this world. There's a reason the use of gunpowder in Europe is one of the markers for the end of the Middle Ages...

I always think about hextech in regards to how the “normal” people of runeterra can stand up against the ancient powers like the darkin, watchers, etc. When I read those stories I’m like man normal people are screwed but then I remember the technological advances made and understand that the ancient powers don’t anticipate this.

Yeah ancient magic sounds cool and all, but once you bring it all possible technology into this that we have achieved in our non-magical world, it becomes a bit... weird. Like, "Beware of this powerful wizard-demon who can set an entire village ablaze with the flick of his finger!" Modern man just looks at it, says "Uh ok dude whatever you say" and drops a nuke on him, effectively fucking over the village and about every piece of land in a one day travel radius harder than centuries of Void corruption could have ever done.

I mean just think about tales of ancient heroes and god-warriors who were considered these super-awsome-unbeatable-over-beings, and then realize that some random midwest hillybilly with a loose trigger finger could just blast them all to hell, even if he was just using grandpa's old boomstick.

Piltover potentially DETONATED A LEYLINE - I think that's what happened when they tried to make the canal. So when it comes to fucking over ancient magics with tech, they are MORE then ready.

Pullover didn’t create the guns... and it’s extremely doubtful they’d be classified as “hextech” considering that brand comes from hextech crystals (originally derived from the Brackern, then a synthetic version created). Jhin’s Guns are Ionian in origin, the way they integrate magic into almost everything (more common than not to have some aptitude with magic if ur from ionia) is more natural and fluid than piltover’s scientific basis. Hextech is a blend of technology and some magic, the guns are magic infused rather than fueled by tech. Jhin himself makes it a point to say Whisper isn’t associated with Piltover.

The gun in his hand was simply a tool—but a perfectly crafted one. Gold type was inlaid into the blackish-green metal. It spelled the smith’s name: This detail spoke of its creator’s pride and confidence. It was not a Piltovian weapon—those gaudy things that attempted to function with the minuscule amounts of magic available in those lands. This gun was made by a true forge master. Magic pulsed from its bronze, Ionian heart.

Whisper and Jhin's other equipment are most likely Ionian made. Otherwise, I don't think Jhin would be able to use them or that he would. The finest of artists deserve the finest of brushes, after all. I don't think Jhin could be caught dead with any Piltovian weapon in his hand, really.
