For example, has Shen been in the works for a while already, or did you just start working on him when he was put on the schedule?

I think they put the ones who are close to being finished up on the schedule.

Why post what you haven't done when you can post what you have?

I'm pretty sure these reworks are already in the works for quite some time now. Remember that updates like the juggernaut update were added to that site shortly before they hit the pbe and that they are working on taric now for quite some time already.

The Updates they put on the Schedule are usually ones in Pre-Production, if not in full Production stage, so they will always be working on updates for a while before posting about them in the Schedule (Shen, if I'm not wrong, is being worked on since March or April, for example). It's mostly because they wouldn't want to put a Champ Update on the Schedule if they were working on it for less than a month, because it could just as easily be deprioritized and then people will be disappointed- They basically don't want to promise something and then having cancelling/putting it on hold the next day, as they had already done a bunch of times in the past.

EDIT: Also, I saw that you brought up Poppy's case- Yes, she was announced to have an enormous, Sion-level update in the future, a little less than a year ago, and that Champion Updates Team were and are working on her. Why has she been there for almost a year, you ask? Well, it was safe to say that, since very early into her update's development, because she was immediately prioritized at the top of the list after Sion's update launched, she would probably be the team's next big update without many doubts, so they simply announced her, knowing that they'd be working on her for at least a year- And so it has been, they are working on her since that dev blog, where they announced her update being heavy in development, was released, since (or maybe even a few months before) she appeared on the ChampUp Schedule.
