There are a few easy tropes designers can use to make characters look magical. “You can put a wizard hat on almost anything and it'll look like a sorcerer," says concept artist Hing "Hdot" Chui. "Put a wizard hat on a cat and boom, it becomes a wizard cat. You'd look at that cat and think 'he probably knows some spells.'" Unfortunately, it just wouldn't make sense to throw a wizard hat onto a nomadic desert girl.

So magic is rare in Valoran?

Ok...is it learned or innate?!

Valoran, unlike Ionia, seems to be dry on magic in a big way. Finding it in the world seems to be a rarity, and people being born innately magical seems even more of an oddity. Taliyah's one of only a handful of champions we've come to know who're described as being innately magical while also being Valoran native, including Zilean and Janna.

Apparently really rare. The rioters said Lux would actually give the bread-n-butter normal Demacian population a giant scare. Add to that Taliyah's story. (Makes me wonder about Janna, the poor girl.)

It's most likely hereditary tho, mage parents tending to have a high probability of mage children, such as Annie and her parents. So in certain situations you can expect it.

That being said, I think magical knowledge and tools can be obtained by anyone, they just have to look really hard for them and be prepared to pay a price. Like Xerath or Ryze. Or just bump into them out of sheer luck (or lack thereof).
