Well it is a rather expensive skin from the vault,meaning it is only rarely sold(maybe 1 or 2 times a year?never kept track of how often riot opens the vault) and due to its high price it is likely pretty rare.
Though keep in mind that qualitywise it doesn't compare to other legendary skins anymore. It is more similar to a 975-skins nowadays.

It was one of the OG legendaries back in the day when new particles, or new models, or new sounds justified a legendary skin. It's been retired since due to the lack of quality.
I have it too. It has nothing but a texture change sadly.
I have it as well. It's really not rare, it's just not seen year round in the store is all. Usually during Christmas time they will have the vault open with most of the legacy skins and have them rotating on a sale per-day basis, other then that it's not seen in there often.
If you want a "RARE" Annie skin it'd more or less be her Hextech skin that can only be gotten through Hextech Crafting (which I also have).
"how often is this seen used?" I have not seen it used often. And it's relatively rare, I suppose. It's one of the earliest legendary skins as well and is only occasionally available so there is going to be less current players to have it than others.
