Neekos Skin wasn't announced either (since she was released this year), will Senna receive a Prestige Skin?
None of the current Prestige Skins appeal to my champ choices atm apart from Neeko (and I already barely play Neeko). Since Senna will be Support/Marksman she might become one of my more permanent picks, will she receive a Prestige skin?
The Garena leak mentioned that Qiyana was going to get a prestige skin. That same leak also contained Prestige Neeko.
She'll probably get one next year. Although I don't really like the idea of prestige skins myself.

Neeko was released in 2018. Her launch skin Winter Wonder was set to be a Legacy, so they went with SG + Prestige. Plus hers was announced in a way as it was leaked through Garena before Riot themselves released the Prestige information and then removed her from the list because she was already on the PBE by then.
Senna won't be getting a Prestige this year, as her launch skin which part of the upcoming group True Damage, already has a Prestige, who is going to be Qiyana (which should be officially revealed this coming Tuesday)
