personally Wether its Graves or Jhin in the picture I feel the victorious skin should have gone to a more deserving champion Like Lulu or Leblanc or even LeeSin

the more i look at this the more I think it's Gangplank. Looking at the left side of the image, we see something flat on the bottom. A guard from a sword? above the flat part is something jutting upward. The blade to a sword? What I'm imagining is a gun in one hand and a sword int he other.

Alternatively, the part on the left could be the rest of Jhin's gun, but at this point I'm leaning more toward Gangplank.

Same here... while I like Graves I haven't really seen anyone use him for at least 4 months, so it is weird for me that he would get a Victorious Skin

more than likely. Thing is Riot no longer gives victorious skins to characters for which they actively do sell skins (Yi and Tristana for example). Since they also give the champion to players that do not have it, they also don't make Victorious skins for super new characters, even if they are not popular (Illaoi, Aurelion).

That's pretty common for the Victorious line. Remember last year when Maokai was announced and everyone was protesting that he wasn't even played recently?

I don't think it's Graves - the gun looks too small to be it. Not to mention, the lion motif on the gun and the cuirass look a little too exotic to fit Graves.

If I had to hazard a guess, due to the few facial features shown (mustache, short hair), and some other worthwhile details (right-hand holding a pistol-like weapon, and the very curious block covering his right shoulder) - I'm willing to bet it'll be Gangplank.
