Ultimate Skins should have an animated portrait during loading

I think all champions should have animated portraits in loading and in game but if even just ultimate skins had it it'd be cool!
Not sure if possible with the technology.
It would be pretty cool if they did but honestly
Some people have potato computers that everyone is forced to spend like 2-5 mins in loading screen already :c Might cause more lag/fps issues for them.
