So about Twitch's splash arts...
Are they ever going to be updated? I mean, it looks like someone put a black condom over his nose.

Yup, Twitch is definitely on the list.
Twitch is one of my favorite characters (even though I am terrible at ADC, so I never really play him) so I can't wait until we get to twitch as well!

They want to update the outdated splash arts of all the champs eventually and said that they'll focus on the champs who received a VU in the past.
The current 3 top priorities are tristana(because her riot girl tristana skin is a good start for most people to get invested into skins),Trundle(because his splash arts look nothing like his current design) and Nidalee(before they started to focus on certain champs they pretty much worked on random skin splashes and nidas just happen to be almost done).
Based on that I think Twitch is a very good candidate to come after those 3 since he now looks quite different from his splash arts,similar to trundle.
Other big candidates for the next wave would most likely be 
(similar to twitch and trundle,his skins look completely different from their splash arts) and 
(similar to tristana,his free skin is for many players the first step to skins in general).
Sure there are also others who look quite different from their splash arts ,but I think that Karthus and twitch are the most extreme cases after trundle and well there is garens free skin,but i think it isn't as common as alistars(because I see more unchained alistars than regular ones,but i rarely see dreadknight garen instead of his regular skin)
Don't you dare touch Gangster Twitch.
They will. Riot announced not a few weeks ago that they've got a crack team together for that specific job. Twitch isn't first on the list for updated champion splash arts, but he's a high consideration.
