It does look suspiciously like Kayle due to the wings and the glowing barrier.
However, there was a leak recently about a Harpy and Phoenix champion. shrug
Alternatively... Quinn?!

It might be a new champ because I don't think this is a rework which is scheduled next, and 
gets her update together with 
in a bigger duo update, so it's quite unlikely.
I could bet this is an Icarus-like Champion, probably Support and Enchanter as the character is surrounded by a shield and we didn't get a bot lane support for quite a while.

I think it is the new Harpy champion. My guess is its name is Rix.
So the leaks are true? Harpy and Phoenix confirmed?
I, too, have heard about the leaked "harpy and phoenix" champions, and while at first I wanted to be skeptical....that is most definitely a harpy. It's got a slender, almost feminine shape to it, it's wings are bent at just the perfect angle for what you typically see in their portrayal in video games and the head even looks about the same to most incarnations, though this one is likely going to have better facial detail.
However, I see nothing about a phoenix....yet. To be honest, when I saw the leak, I might have taken an unpopular route and presumed it to be two different champions being released at the same time - one a marksman, the other a support and them working best/well together, but capable of functioning as two completely separate champions. It's been awhile since we last had a new champion enter the Rift, so perhaps the reason why is for a dual release?

Judging by this, I would say Phoenix is top one, female. The skirt on the bottom part, all rounded and soft, probably warmer personality.. hence support.
The bottom one would be Harpy.. some violent guy, that likes to hurt things. His appearance says it clearly "stay away"
Now what would be epic.. is to see Riot switch them. And make the guy look more feminine and girl more masculine C;
This is very vague. I hope its a harpy though.
I think it's safe to say that it's a new champion.
Springing a Kayle rework on us would be unfair to the people who've waited so long for an Urgot rework, plus, Riot has already stated that they planned to update the sisters Kayle and Morgana together in the future.
It's also doubtful that it would be a 
Quinn Legendary/Ultimate skin, due to God Fist 
Lee Sin being released next patch.
If it is the Harpy/Pheonix - Marksman Support champ who's concept was leaked... Perhaps the aura is allusion to the champion being from the same background as Kayle and Morg? The new champ's release could double as a lore overhaul for those two, if I'm right...
#It's a new champion, the first true duo champion in League. It's a Phoenix ADC and a Bird woman Support.
It has been leaked a week ago on reddit.
My impressions:
It does look a lot like Quinn (woad scout skin) but the asymmetric pattern is indeed close to the "leaked" post appeared some days ago, the shield looks Kyle-esque and if we want to take a wide reasoning around it the asymmetry might be a reference to Morgana (but that's a bit unrealistic because Riot told us they are not into K&M update yet).
Whatever it is it looks really promising and I'm happy to already have 7k IPs :3
If it is a rework for Kayle, I'm gonna be sad. I know its good for the champ and balance or whatever but I'll miss being an independent tower shredding, team shredding, monster shredding angel woman who don't need no man
