Wicked LeBlanc IS homage to Cruella DeVille (there are scared puppies in her full Splash)
And Ravenborn LeBlanc always reminded me of the Evil Queen from the Live Action Snow White & The Huntsman. But I think she stemmed from Maleficent. Im pretty sure some Red posted that a while back.

only the 3rd is a bit similar because of the hairstyle the other dont look even close, i really try but they are just not the same
I'd say only the first and thrid one are somewhat similar(and in the first one it is only very slightly,because both have a high collar and a golden head piece,thats pretty much all).
Prestigious leblanc looks more like a cirqus director than anything,just because she wears a tophat and a suit doesn't make her based on facilier
