Twitch and Viktor, my main guys. Twitch doesn't really have any great skins and Viktor hasn't gotten a skin for over 3 years. You'd think Riot would make more skins for Viktor now that he's one of the best midlaners and quite frequently played, but Riot works in mysterious ways. [zombie-nunu-bummed]

Riot makes skins only for champions they know will make them the most money.

IE: Annie, Ahri, Morgana etc.

Because they are popular/easy for new players to pick up and have a nice thematic.

Annie only got the Hextech skin which is impossible to get, and her previous skin came out 3 years ago. I'd say that Trist is a much bigger offender (her legendary is less than a year old, and now this comes out).
