Doubtful. Kled likely made the poster to appeal to Skaarl's emotions.
EDIT: Actually, sod that, in the trailer arrows literally break off of Skaarl's body. Guess I was wrong; Skaarl's got some bad ass scales.
so the best way to counter, vayne, ashe and varus is literally throw skaarl at them XD
I'm sure story-wise he has really tough skin and, yes, can break arrows on contact. However, for gameplay reasons champions like Ashe, Vayne, Varus, and Kindred will still need to be able to shoot and wound him.

he is also portrayed as a coward that runs to nearby bushes when in danger in other posters. so who knows.
im assuming that kled can get knocked off of skaarl, and when he does skaarl runs to a bush and hides and does things while kled tries to find him or does other things off mount. maybe if the enemy runs to the bush skaarl is in the skaarl attacks them in some way, and if bush is warded then he runs to another unwarded bush?
idk im just guessing.
