Shyvanna needs a rework who else thinks the same? 
Her niche could be teamfighting, and having decent poke. Her concept art could be more ferocious, like a hot headed demacian. (Obviously being a dragon).
There are alot of champs that need it way more
She needs a rework,but she shouldn't be a priority as there are worse offenders than her.
just a few I'd put ahead of shy. Though I agree with some aspects of your point. I feel like she should be literally flying in her ult form with some kind of ranged attacks. Maybe lower attack speed with ult form and have ranged fireballs as your attack. Would be sick.
My idea is to make her normal form human looking with the exception of her eyes which would be orange and have slit pupils like dragon eyes. Rework iron scale Shyvanna to something else. Then make her dragon form an actual fierce dragon instead of a bad looking one with cheap clothes. This complete 180 transformation makes it more impactful imo. If you read her current lore it’s also said that she can look human without purple skin.
Have you actually played Shyvana at all? (being sincere here).
She has a niche. Not a bad one, either; she's one of my favorite champions. Her niche is diving and objective control. She has weak early ganks (since she has almost no CC) but is very good at power farming (and by extension pushing, once she has a few items). She hits her stride at around the midgame, right as teamfights start breaking out. Heck, her passive literally is for taking dragons; she does extra damage to them and grows stronger with each one the team secures.
Shyvana could use a VU (it really doesn't make much sense that Demacians tolerate her) but other champs definitely need it more. And gameplay wise, no. She's one of the few champions in this game who is both fun and very simple.

In my opinion, what Shyvana needs is a bit of a lore reversal. The fact that she's a dragon who only has a human form because, literally, a wizard did it, is utterly ridiculous in my opinion. What's wrong with her being a literal half-dragon? Graves can have his cigar back, Evelynn is a literal lust demon, and Varus is now an unbodied soul in a bow who fused his body with a gay couple. Why retcon her previous lore?
I wouldn't complain so much except for that her epithet is literally "Shyvana, the Half-Dragon". Riot, make your Half-Dragon a half-dragon again.
