What if those symbols are based on some important Targonian artifact? What if Shurima's Sun Disc is supposed to fill that space? Could there be a giant hollow "Sun Ring" somewhere in Targon which the Sun Disc fits into?

I think it is meant to symbolize that the sun encompasses the faithful, note how it has additional spikes around it pointing in each direction: North, Northeast, East, Southeast, South, Southwest, West, Northwest.

Might be a reference to the dawn caste.

Intentionally or not Targon has a lot in common with Exalted.
