Are Mageseekers in "Demaican Heart" the same as Annullers from "Flesh and Stone" that came out during the Galio rework or are they something else?

Annullers and Mageseekers seem to have similar purpose, but I believe annullers seem to have the dual purpose of finding mages and removing/nullifying their magical capabilities while Mageseekers simply go find mages and bring them back to be executed or annulled.

I assume Annullers are less combat skilled than Mageseekers based on the stories.
