Champs like were on list, but for reasons unknown have been removed. was put on hold thanks to the 2017's minor gameplay update, but he still needs his horse and fresh visuals. was demoted to Ezreal tier.

Who are gonna be joining (maybe joining back if those who have been moved down?) back to the tier 1 list?

I’m just wondering where Quinn falls on the list now that so many of League’s older champions have finally been VGU'd. Like Shyvana, she’s not one of the worst offenders, but her theme promises so much more than her current visuals and gameplay have to offer.

She also just has a lot of identity issues across the board -- is she meant to be a kiting, short-ranged marksman or a speedy, ranged assassin? A flying Demacian knight in shining armor, or a rugged forest ranger who defends Demacia from the trees? Clearing up the somewhat confused elements of her design would go a long way towards making her a much more appealing and resonant champion, I think.

Here are a few tiers of priority below the ones you mentioned, as I see it:

Annie, Quinn, Yi, Miss Fortune, Xerath, Zilean, Leblanc, Ashe, Trynda are tier 1. They are all thematicaly dissonant. Their individual lores (Mf, Annie, Ashe, Quinn, Trynd) or the modernization of their factions (Xerath, Leblanc, Zilean, Yi) makes their looks and play obsolete.
Jarvan is in the "Someone dropped a Monster Hunter avatar in my MOBA" tier. Seriously, he doesn't look demacian at all. Needs a VU badly.
Malzahar, Vlad, Gragas and Jax are in the "My eyes are bleeding" tier: Their models look soooooo bad.
Malphite and Wukong are in the "So this champ exists" tier. They SHOULD be top tier, but some unfathomable sorcery has banished them to the fringes of Riot's attention. THEY EXIST DAMMIT.

MissFortune - MF’s kit is out of date, with the amount of added mobility to the game, her ultimate becomes overly reliant on teammates’ cc which is not good in solo q where you can’t communicate. Her lore doesn’t match up with her in game voice lines either. She’s definitely not a priority in terms of vgu as she got one in 2015 but should be placed somewhere as there is a lot of space and potential for her to excel as a badass bounty hunter that she is supposed to be.

*also forgot to mention that she is rarely ever picked in higher elos also.

I honestly think that we even get Nocturne before Volibear and Fiddlesticks . I think they were working on him already because when you think that Mordekaiser and Pantheon were started being worked on last year then they need some other champions to work on before announcing the VGU vote because somehow they need to fill the gap.

Well Pantheon needs a VU, i'm not sure about the gameplay but his model looks ugly as shit. So personally i think some VU's would be good.
