correct, all Seasonal and e-sport skins are Legacy so they come back each year

Thanks for confirming. But Im not sure if the re-release of previous harrowing skins are part of patch 6.21.

Well they might not come out immediatly,that depends on when Riot wants to "start" the halloween event. It is most likely going to be during 6.21 at some point(likely not immediatly),though they might wait for 6.22 if they feel like it.
