Zoes skin was just shown to announce the pool party event coming this year.
Do you not read context or just take everything at face value?
An Aurelion skin has already been confirmed for 2018. In the announcement video they were talking about new gamemodes while Pool Party Zoe was shown, so my guess is that there's going to be a pool party gamemode coming and the skins team thought Zoe would be a better fit than Camille or Ivern.
