Would, by any chance, new Poppy and Quinn be friends?

I ask simply because Quinn says in game "Demacia needs heroes" and is all for the betterment of a better truer Demacia. This could quite easily be realized if Poppy "found" her hero. If so, would Quinn be able to see that Poppy is the hero she searches for?
