Are Demacia and Noxus still direct rivals?

In the old lore, Demacia and Noxus were both City-States attempting to expand their influence on the continent, which naturally meant their interests collided and they considered the other one a rival. But now, Noxus is expanding and Demacia is sort of REEEEEEEEEEEing about magic in a corner. Does Demacia concern themselves with what Noxus is doing? They don't seem to be actively opposing them anymore the way they were portrayed in the old lore.

I'm not very familiar with the lore now so I may have missed something, but it seems like they have different interests now.

Demacia is quite defensive in the new lore, while Noxus starts trouble with basically everyone. So from a Demacian perspective, Noxus is their biggest threat and probably caused quite a number of border disputes. From a Noxian perspective however, Demacia is just another nation waiting to be conquered, although it has a formidable military.

Demacia is isolated and doesn't really seem to spread. They contend with Noxus for control over some territory, and have warred against them in the past (when Sion killed Jarvan I), but aren't active rivals today.

That's the impression I get, at least. Swain has mocking quotes against Demacians, but Swain's dismissive towards everybody, so.
