they removed the blood because it would cause problems with Korea who has restrictions on blood or something like that, Darius and Rengar are fine since you don't really see any of the blood on the champion page in the client
but skins like Feral Warwick and Stinger/Crimson Akali needed the blood removed so it wouldn't cause problems with Korea
Cause of cultural differences around the world and if the game wants to get more international they have to censor a lot of things so they can actually do that, though in game blood effects can be turned off in the settings so I don't think that's going away. Plus Grim reaper Karthus is still a skeleton

karthus doesn't even have a skullface anymore,so for me it looks more like a stylistic choice than anything else(I mean they also don't censor his face in his pentakill splash and that has pretty much the same face just in a different color and without the hat) Sure he has the censored face in the statue of karthus,but that splash looks better than the original anyway.
Actually the wine is back in gentleman cho'gaths splash art,so alcohol seems to be ok. They removed it temporarily because they weren't sure what was a no-go and what not.
Most likely so that they can send the same files to everybody. It might cause issues if a splash art that would be problematic in an area got mistakenly released there.

The people that do/talk about censoring games are the people who dont understand the differences of a game and real life and keep mixing them. Would be great if for once people could learn how to difference REAL LIFE AND GAMES.

The more money Riot makes by expanding to countries with different ethical standards, the more money they will have to spend improving the game. That means more reworks, faster item changes, etc. We should embrace these changes! I know that they art styles have been really valuable to people, and I think we should really work hard to preserve that image by supporting fan-art and however else we can, but let's not try to stop Riot's expansion! That's exactly what we want to happen!

Well, Riot is owned by Tencent, a Chinese company. They most likely have some say in what gets censored and that may apply to why certain changes on the Chinese server go through to global. Not that this is the only reason or that this is whats going on but its my take on things. Honestly, most people are looking at splashes that were ruined in this update and fail to recognize great ones that game out of it (aka groovy zilean)
