I'd prefer to assume that whatever this fellow shoots and kills a cherry blossom blooms from their corpse. That's just me though.
I don't think he's being shot at all. The light is emanating from inside his helmet. Causing the blossoms to emerge and the shadows to recede.
I think the image is a hint that Zed is transforming. Perhaps being both the balance of light and shadows.

The new champ isnt Deadeye, His title is The Deadeye or its his skin.
Brances also come out of his neck... not just the eye. I am pretty sure this has something to do with shen's rework
