VFX Article Concern

A recent article was posted on the front page of League of Legends about VFX. It points out something that leaves me concerned and also explains a consistent issue we see in this game. VFX isn't handled in a way that details accuracy and this results in many abilities being slightly and sometimes significantly off from (visual smaller than the actual effect, vice versa). This is a fairly bad way to handle this, unfortunately as it causes such issues. It needs to scale to code size and it would help ensure that with updates such effects stay accurate, unlike in the past.
