Demacia has inconsistent lore?

Demacia is suppose to be xenophobic yet...

  1. We have Sona, an ionian, who is living in Demacia as a celebrity.

  2. Xin, an ionian, who was saved by J2 or J3 and become a prestigious warrior for Demacia.

  3. Shyvana, a fire magic half human half dragon lady, who become one of the Royal Guards for Demacia.

It’s kinda weird cause none of these people are suffering, living in poverty, or having to deal with discrimination. Xin and Shyvana even live in freakin palace.

I don't know where you got that information from, but to my knowledge that isn't the case. Demacia is "anti-magic", not xenophobic. That simple.

We don't know where Xin Zhao came from. He has "Ionia vibes", but nothing is confirmed in his lore. Actually...

His enigmatic, silent vigil has led to an abundance of conjecture concerning his ''secret life'' and origins.

That is what we know.

Demacia doesn't know Shyvana is a dragon. She's different, but as far as I know only Jarvan knows about her true nature.

In the capital, Shyvana remains in her purple-skinned humanoid form as she defends her adoptive home

You started from a wrong premisse - that being "Demacia is xenophobic" - thus you get to a false conclusion. If you actually read their stories you'd know why those specific characters were given a place in Demacia.

Since when is Demacia against Ionians? As for Shyvana it’s only because Jarvan IV insisted since she saved his life and all. My theory and headcanon is that the King is truly not happy about it.

Sona and xin lores are in fact outdated. you should not consider them as Canon for the time being until they are updated or confirmed again.

Well the only person who knows Shyvana is a dragon is Jarvan.

Also they are only xenophobic against magic, Xin and Sona aren't always flying around shooting magic everywhere.

In the lore the military and church are allowed to use magic, so long as it is outside of the walls of the city. I mean, Demacia gave Lucian and his wife powerful magical artifacts and sent them on a mission to bring the light of Demacia to the darkest corners of Runeterra.

Eh, Demacia not trying to interact much with other people isn't too strange, especially given their position. They're hemmed in with mountains at their back and an expansionist antagonistic empire surrounding them on almost all other sides. The only people they actually border or could interact with aside from Noxus are the Freljord (Doesn't the lore have interactions between Demacia and some of the tribes?), and Targon (Demacia doesn't consider it much else but a death sentence to try and climb). They can't easily interact with Piltover or Zaun, as the map shows that Noxus controls the seas on the way there, and the two nations are hostile to one another.

Demacia's position is the type that would pretty much encourage an inward focused nation that would isolate itself from most of the world. That doesn't necessarily mean xenophobia would be rampant, it just means that the nation is probably wary of outsiders. Even then, xenophobic nations (Fairly rare outside of nationalistic fascist nations) in reality historically allowed for those outsiders who were useful, which are categories that Xin and Shyvana would certainly fall into.
