Surely he isn't a captain what with his hate for them? Hell, the Swimming City he mentions frequently has zero relevance in his lore too unless it's just a turn of phrase - the LOL equivalent of sleeping with the fishes.
The Swimming City is the key to understanding what happened to Pyke. Pyke does not have a crew. He does respect the notion of crews and the bonds that make a ship function. He is in no way a leader or a captain.
That's not a crew he has in his splash. That's a bunch of living people tied up in a water filled dining room on a ship. He's in the process of murdering several people at once in his splash.
