Lunar Wraith Caitlyn

Why is it that she is a 1350 skin w/o a visual change to her ult while Headhunter Caitlyn has one at 975 rp? I mean yeah she has the color change from red to blue but the headhunter skin has an entirely different looking effect. This diminishes the skin in my opinion. I also know that this is a work in progress skin but I think that she should have this change before it hits live.
