When will Swain get a new skin?
The last one was in 2012.

riot has said swain is scheduled for a large scale update so he probably isn't getting any skins till that goes through.
After they go bankrupt. But buy these Ahri, Lux and Ezreal skins please.
Champs that are scheduled for a Visual Update (or a full blown VGU) don't receive new skins. This means you shouldn't expect to see new skins for Galio, Warwick, Eve, or Swain. Even champs that do get their VGU aren't guaranteed a skin. Sions didn't get one for ages after his update and Yorick hasn't received one yet.
The short answer is: I don't know. The better answer is: Probably nothing in the next 9-12 months (which is probably how long Riot will take to get to him).
