Do you think Riot overcorrects themselves too much?

I have noticed when riot realises they my have made mistake, they tend to go waaaaaaaaay to hard in the opposite direction, does anyone else agree?

One example is length of VO some champions have upwards of 45 mins plus of VO and riot noticed it and in order to correct that we get Pyke who honestly was really lack luster in that department, barebones really.
