Which nation has the best naval army?

Most skilled seafarers? That'd be too close to call between the coastal Freljord, and Bilgewater (although the Serpent Isles probably is a big part of that, being ancient mariners etc). Neither of them has a single, united "navy", though. Same for Ionia, as a whole continent.
Demacia probably has very little need for an actual navy - it's much easier to defend against attack from the sea, than to mount a naval attack of your own. I imagine their ships are pretty awesome, though!
We know Noxus has established naval bases on other continents, and also regularly uses the sea to travel and invade. If we're talking purely about military strength, and the size of the fleets, it is indeed most likely Noxus.
Fire nation had an amazing naval force but if the water tribe tried I'd give it to them.
This answer might not be so satisfying, but it's probably Noxus.
I would go with the Marai Nation... Because the whole Nation lives underwater... Sure, they dont have boats, but who needs those when you can breathe under water?
They can simply poke holes in the enemy ships and sink them without even being noticed if they wanted to.
I'd assume either Freljord or Bilgewater, since both are maritime nations.
Almost sure Pilltover cause tech. 2nd is probably for Bilgewater
Noxus can bring all the naval units they want. Nobody knows the seas like Bligewater.
