As far as I know Demacia, Bandle City, and the Shadow Isles are probably next in line for a new champion or a lore update. Hopefully each will get their chance in the spotlight soon.
Demacia has gotten a lot of VGUs, small and big.

Bandle City is the longest nation to go without a new champion. Their last champions was Lulu, who came out on March 20, 2012
If you count reworks not so much, but to be fair Demacia's got a pretty large roster of peeps. The last two Noxians were Draven and Kled unless you count Kayn.

They've gotten a VGU in Galio, but even that has been out for a while.
Don't worry, the new chained champion they teased looks to be very much in a Demacian prison.
I think you're right, and although they were my favorite city-state in the old Lore, I think there's a decent reason for that.
Demacia has a pretty unifying aesthetic with its characters. Lots of white and gold, light and gleaming, etc. Their champs tend to fit traditional "fantasy" archetypes with a bulky armored knight, a fire-breathing dragon, a wand-wielding mage, and a brave prince. The only real outliers there are like, Vayne and Lucian (who have fairly loose ties to Demacia anyway) and Galio, although his rework made him mesh a little more.
You can sorta look at Demacia's champion roster and guess what they might be like, and their niche feels well filled. So I think it makes sense that we wouldn't see too much added there, especially when they were fleshing out newer regions like Shurima.
Well, the Kayle and Morgana relaunches are going to be a big Demacia thing, fleshing out the Lightbringers. Then there is that chained up champion who is imprisoned in Demacia.
So, yeah, we are getting 3 "new" Demacians, like, by next year.
